OPM Expands Early Retirement Options Amid Workforce Restructuring

The U.S. Office of Personnel Management (OPM) has introduced the Voluntary Early Retirement Authority (VERA) to help federal agencies manage workforce restructuring. This initiative aims to provide eligible employees with additional pathways for voluntary separation, ensuring a smooth transition for both workers and agencies.

What is VERA?

VERA allows federal agencies undergoing significant organizational changes—such as downsizing or restructuring—to temporarily lower the age and service requirements for retirement. This program is designed to increase the number of employees eligible for early retirement, reducing workforce disruptions while helping agencies implement necessary changes efficiently.

Eligibility Criteria

Under VERA, employees can qualify for early retirement if they meet the following conditions:

  • Age Requirement: At least 50 years old with 20 years of creditable service, or any age with 25 years of service.
  • Applicable Retirement Systems: Both the Civil Service Retirement System (CSRS) and the Federal Employees Retirement System (FERS) are covered.

Key Deadlines and Transition Plan

Employees who choose to resign under this offer must notify OPM of their decision by February 6, 2025. From February 7 to February 23, participants are expected to complete the transition of their responsibilities. By February 28, they must finalize all departure procedures, including returning government-issued equipment. Starting March 1, employees who opt for the offer will be placed on administrative leave.
