In a bold move, U.S. Senator Brian Schatz has announced that he will block Senate votes on key diplomatic nominees. This decision comes in direct response to the administration’s controversial plan to shut down the U.S. Agency for International Development (USAID) and merge its functions into the State Department.
The administration has tasked billionaire Elon Musk with identifying and eliminating what it calls “wasteful spending” in federal agencies. As part of this effort, USAID has come under heavy scrutiny, with accusations of inefficiency and mismanagement. However, the agency plays a critical role in global humanitarian efforts, providing aid for essential programs such as women’s health in conflict zones, clean water initiatives, energy security, and anti-corruption campaigns. In 2024 alone, USAID contributed nearly half of all humanitarian aid tracked by the United Nations.

Following the administration’s decision, USAID employees were instructed to stay home, sparking widespread concern over the future of U.S. foreign aid programs. In response, Senator Schatz and other Democratic lawmakers held a press conference outside the agency’s headquarters, condemning the move as a direct attack on essential humanitarian assistance.
Senator Chris Van Hollen has also pledged to block key State Department nominations in protest. This strategy is one of the few tools available to Senate members looking to influence policy decisions and push back against executive actions.

Last year, Republican Senator Tommy Tuberville blocked hundreds of military promotions in protest of the Defense Department’s abortion policy.
